The first one is very expensive - you can apply for a temporary visit visa that will allow you into Dubai under special circumstances or while waiting for certain things (tax refunds, etc.) but it's quite costly and must be renewed every 30 days if you intend on staying for longer than this period of time. This isn't really an option if money is an issue because many companies won't pay their employees' visit visa expenses. The second alternative is to fly to the UAE on a tourist visa, which must be arranged well in advance.
